Based on our experience a typical PayPal processing integration can involve from 15 to 35 man hours of effort depending on the level of customization and integration required. Our standard rates for this type of work are $30 per hour. We can also provide you with a more accurate estimate and/or fixed bid for the project that is reasonably well specified, for which we do need as much details as you can provide.
What we typically need for the accurate estimate is a current website url, target hosting platform, target environment details (such as ASP or PHP version etc) and a brief description of functionality desired (any particulars of any other work that may be required besides just payment processing would be helpful).
For development we would typically need administrative access (url, login/pass) to hosting platform to install and configure necessary PayPal components and our code, PayPal account particulars that you would like to use, perhaps something else as project requires as determined during our estimate process.

Here we provie a example which will help you to explain what we can do. A famous software company in India needed a online purchasing system with paypal so that their customers can make payments instantly and download software from their website. We implemented a system successfully on their website which made this possible. Now a customer can purchase the software on their website in the following manner-
1. Customer clicks "BUY NOW" link on the website and he is directed to paypal for processing payments
2. Incase the payment fails, the customer is directed back to the website.
3. If the payment succeeds , the customer comes back to the website and he is presented with a form where he can submit his details and email address.
4. When he submits the form, a download link is generated and emailed to the person's email ID and a copy forwarded the the site administrators email. When the person checks his email and clicks on the link, the software downloads to his system and the link is automatically deleted so that someother person couldnot purchase the link.
